( should work with other hard to remove programs too)
To uninstall the KIWEE Toolbar:
1. Download and install UNLOCKER
http://www.filehippo.com/download_unlocker/
2. Locate the Kiwee folder, usually C/:PROGRAM FILES/KIWEE TOOLBAR
3. Right Click on this folder, click UNLOCKER on the Menu.
4. Select DELETE. Follow any on-screen instructions.
(Note if it opens with a menu of Objects in it similar to the task menu select the kiwee.exe file a and hit the kill process button below)
5. Reboot if required and toolbar will be gone.
If download link about didn’t work go here!
http://www.filehippo.com/download_unlocker/
This is what happens when you don't pay attention to what you are downloading LOL!

How do people get this?.... Well one way is the Windows live messenger and you likely can't help but snag a couple of the cute emoticons.... next thing you know you got sucked into the land of Kiwee.

That UNLOCKER program is a nice tip.
Here are two more programs that will help in uninstalling programs.
ADD REMOVE PRO
and
REVO UNINSTALLER
NOTE:
it usally works if you try to remove a program in safe mode
